How Can I Fix - 1607 Unable to install InstallShield scripting routine?

1607 Unable to install InstallShield scripting routine

Running Win 7 Professional x64.
Downloaded XP mode and virtual PC.
All running fine (I think).
Tried to install an XP application which uses 32-bit drivers.
When I click on Setup.exe there is some activity then the installation stops with "1607 Unable to install InstallShield scripting runtime"
Did all I could do as suggested on the site for Article ID: 888019.
Found and ran ISScript8.msi (The version of setup.exe is 8.1.---
Registered IDriver.exe and msiexec.exe
Couldn't change permission on Installer folder.
Security tab not presented.
Stopped all running msiexec.exe (only one)
Nothing seems to help.
What now?

Make sure that the InstallShield registry key in the Windows registry has full access privileges.
Select Start > Run and type regedt32.
Browse to the following key:
