After my PC has been on for a while, no programs will open.__

I am running Windows XP and after my compute has been on for a while, and operating normally, no programs will run.
I get the hourglass like it's trying to open them, then nothing.
I try to open task manager with ctrl-alt-delete and it doesn't open either.
If I restart, then everything starts working again.
