Attaching a file to outgoing e-mail

I want the subject line to show up when I attach a file.  It used to.  Now the only way I can attach a file is if I hit "text" and it shows up after my signature.  I have gone onto Tools, Options, Mail Format and everything is set to HTML and not rich text. 
I want my Signature Line back so the attachment will show there.  Someone, please help.  Thank you.

Windows Restore - Totally Fix All Errors including Attaching a file to outgoing e-mail

• Click on the Start button on the Taskbar.
• Type "System Restore" (without quotes) in the Search box and hit Enter or,
