Error 0xc0000221 while installing Windows 8

I am installing windows 8 on a clean hard drive.
Windows 8 copies the files OK but on the restart it says Your computer needs to be repaired and gives the error code of 0xc0000221.
I have tried booting from the DVD and used the repair option to no effect.
It keeps coming back to this same screen.
I have transferred the windows file to a bootable USB drive and that does not work either.
 
I have tried the bootrec series of commands and bootrec/rebuildbcd shows no windows installations.
 
How can I get Windows 8 to install and run properly??

• Click the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
• On the right window pane, delete the subkey: "Machine Throttling".
• Reboot your computer.
