MSE keeps shutting off; five different virus scans found nothing

Microsoft Security Essentials shuts off real-time protection for a few minutes every morning at 3.
This past week, it would not start back up.  The "start now" button doesn't work. 

I can't uninstall it to get a new version if there is one; "Add/Remove" programs would not work, and now...it doesn't even see MSE to remove it.

I tried running appwiz.cpl as the help desk suggested, but it won't run either. 

I have tried scanning with:
a) Microsoft Security Essentials
b) Malwarebytes
c) Spybot Search & Destroy
d) Hitman Pro, demo version, recommended by Microsoft Help
e) Microsoft Security Scanner, which the Microsoft help desk linked me to
All are supposedly up to date.  None have found anything, although Hitman Pro found 7 tracking cookies night before last.

I'm running out of options.
