I have not been able use a particular computer since Wednesday morning, 14 August 2013.  The error dialog.
"The procedure entry point LdrSystemDllInitBlock could not be located in the dynamic link library ntdll.dll" on almost every application I try to open
that includes browsers IE, FireFox, and Chrome.  System/Windows applications from the Control Panel appear to work but nothing else.  I have tried to do a system restore on several points before August 14 to no avail.  That is I still receive that error dialog
on each application.  Is there any resolution other than backup what I can and reinstall Windows?

Do you remember making any changes to the computer prior to the issue?

Is the computer on a domain?
 
This issue may occur if the file ntdll.dll is damaged.

Method 1:
I would suggest you to run SFC scan to check for missing or corrupted system files.

Method 2:
I would suggest you to re-register the dll (Dynamic Link Library) file from an elevated command prompt.
a.
Click on Start.
b.
Type Cmd.exe.
c.
Right click on cmd.exe and select
Run as administrator.
d.
Type regsvr32 ntdll.dll and press
Enter.
 
Method 3:
Step 1:
You may try to boot in safe mode and check if the issue persists.
Only the basic files and drivers necessary to run Windows are started.
If an existing problem doesn't reappear when you start in safe mode, you can
eliminate the default settings and basic device drivers as possible causes.

Step 2:
If the issue does not occur in safe mode then boot to the desktop in normal mode and check which of the third party program is causing the issue.
