3GB RAM upgraded to 4GB but only 2.99GB available

I have a compaq Presario A900 runnig windows 7 ultimate.
The laptop came with 3GB RAM (1GB + 2GB), I have replaced the 1GB stick for a 2GB one but it says only 2.99GB is usable.
How can I access all 4GB?

Are you running 32-bit Windows? If so, read on.
All 32-bit client versions of Windows (not just XP/Vista/7) have a 4GB
address space (64-bit versions can use much more).
That's the
theoretical upper limit beyond which you can not go.
But you can't use the entire  address space.
Even though you have a
4GB address space, you can only use around 3.1GB of RAM.
That's
because some of that space is used by hardware and is not available to
the operating system and applications.
The amount you can
use varies, depending on what hardware you have installed, but can
range from as little as 2GB to as much as 3.5GB.
It's usually around
3.1GB (or in your case, slightly less than that).
Note that the hardware is using the address space, not the actual
RAM itself.
If you have a greater amount of RAM, the rest of the RAM
goes unused because there is no address space to map it to.

1. Back-up the Registry of your operating system.
2. Find the Registry Key: [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\WindowsUpdate\OSUpgrade]
3. Note: this Registry Key should already exist, if it does not exist, create it.
4. Create a brand new DWORD Value that is named AllowOsUpdate
5. Set the Value to 0x00000001.
6. Close and reopen your Control Panel.
7. Restart the Microsoft Windows.
