Windows Media Center padlocks majority of available cable channels

Hi All, 
I have a HDhomerun tuner connected to Comcast Digital Cable in the 94024 Area (aka clearQAM).
 I just downloaded and installed Windows 7 this morning (10/7).
It autodiscovers and unlocks 35 channels (which are all available OTA channels).
 After scrolling through the list, only a few cable channels like History, Discovery, and the Music Radio Stations are un-padlocked.
 All the rest of the cable channels are
padlocked. Some of the padlocked channels I actually can view just fine too.
 
There are about 497 channels total detected and MCE locks out all but ~40 out is kinda puny.
** From trial and error I realized that MCE has two issues.
 1) During the channel scan.
It gets a lot of false positives (channels that don't exist) and locks out the majority of the ones detected  2) The EPG doesn't map correctly too.
 It reverses alot
of the HD and regular channels.
 its more annoying than harmful.
** When skip the channel scan and manually input the QAM256 channels and map the EPG using HDhomerun's website aid.
 It works perfectly albeit without the virtual channel ( so channel 2 shows up as 72.1).
 So MCE's scan incorrectly scans and maps the EPG.
From previous knowledge, the padlock means that its encrypted content.
 Also that cable companies usually broadcast in clearQAM with exception of the premium content like HBO or Showtime.
 Also I used VideoLAN and HDHomerun's Quickplay and I can see all
my normal channels fine.

System Update Readiness Command: To Fix Windows Media Center padlocks majority of available cable channels

On running the System Update readiness Command, it will Detect & Replace Incorrect Registry data with the Correct one. Which may ultimately Solve Windows Media Center padlocks majority of available cable channels in Windows.

1. Open CMD as Administrator by Simply Right Clicking on Start button > Command Prompt (Admin).
