REcently I have had a long 15-20 second delay when closing a window. This is the case for any type of window - IE, Folder, etc. Any ideas of how this can be fixed would be appreciated.

Step 1:

a.    Right click on the task bar and click on show task manager.
b.    Go to processes tab.
c.    Check theprocess monitor in task manager and which process is using the maximum resource.
Step 2:

Temporarily disable the security software if there are any.
Note: Do enable it back once done with the test.

Step 3:

I suggest you to put the computer in clean boot state and check if that helps.

Step 4:
I suggest you to run performance troubleshooter and check.

To optimize Windows performance, try using the Performance troubleshooter to automatically find and fix problems.
The Performance troubleshooter checks issues that might slow down your computer's performance, such as how many users are currently logged
on to the computer and whether multiple programs are running at the same time.

Step 5:

Also try deleting temp files and prefetch files.
To delete temp files,
a.     Click on start and in search bar type in as %temp% and hit enter.
b.   Delete all the files in that folder.
c.    Do the same with prefetch files.
