Administrator profile will not load in Win 7 and all suggested repairs not working HELP!

The administrator profile will not load on a Windows 7 Home Premium computer.
 I have tried all of the suggested repairs.
 There is no 'back up administrative account' that I can see.
 When I do the suggested 'add one' method, it doesn't show.
 (at least
there is not an icon on the re-boot in safe mode.
 All other profiles will not load properly as well.
 
When I do go in under safe mode and navigate to the registry address I can see the administrator has a .bak and a duplicate file but of course since I am not under administrative privilages, I can't make any changes.

Oh, and my initial repair was a recovery to 4 weeks ago.
 Didn't make a difference.

I am pulling my hair out.
 I can see the problem but can't fix it.
 Very frustrating.

Help please.

I understand that you have issues logging in to the Administrator account.
 
From which of these options did you run the command ,is that the advance boot options or command prompt in user account with admin mode?

And I would like to inform that, this command works only in admin mode of Command Prompt.
 
Also, the icon may not reappear.

 
However, we can try to boot to the safe mode and try to follow the steps.
1.
Click start.
 
2.
Type in the search box Command Prompt.
3.
To enable administrator account by typing in the following command.
net user administrator /active:yes
4.
Now you can exit the command prompt screen and boot to the normal mode.
5.
Now login to the account which is with a name"Administrator".

If the above doesn't help then, put the Windows 7 disk in and follow the steps mentioned below to enable the built in admin from Command prompt in WinRE.
 
1.
Press a key when the message indicating "Press any key to boot from CD or DVD …” Appears.
2.
Select a language, a time and currency, and a keyboard or input method, and then click next.
 
3.
Click Repair your computer.
4.
Click the operating system that you want to repair, and then clickNext.
5.
In the System Recovery Options dialog box, clickCommand Prompt.
6.
To enable administrator account by typing in the following command.
net user administrator /active:yes
7.
Now you can exit the command prompt screen and boot to the normal mode.
8.
Now login to the account which is with a name"Administrator".

To check for Windows updates

  1. Open Windows Update by clicking the Start button Picture of the Start button, clicking All Programs, and then clicking Windows Update.
  2. In the left pane, click Check for updates, and then wait while Windows looks for the latest updates for your computer.
