2008 Terminal Server x86 - frequent "(not responding)" on various applications

Hi,
First, I know this may not be the proper forum to ask this but it was the closest I could find.  Please advise if there would be a better place to post this question.
I hope someone here can help point me in the right direction.  We are experiencing a very annoying problem with our 2008 terminal server.  Programs will often display "not responding" and the user must wait anywhere from 30 seconds to 3 minutes before the
program will respond.  This is happening in all programs multiple times a day.  The mouse will continue to work during these times and any "clicks" made during this time are responded to once the "hang" is over.  CPU usage very low, RAM usage low, etc.  No
signs of problems in event logs or performance monitors right before or when problem occurs.

This issue seems very similar to the issue in this thread:

but I haven't had any luck with the solutions provide there.
Any help in troubleshooting would be greatly appreciated as I'm running out of ideas (not that I had that many to begin with:c).

This particular error can easily be resolved with a few simple steps. However, if you are not confident in your ability to use the methods below or they do not fully remove the issue on your computer, you may want to seek the assistance of a qualified repair technician who is well versed in fixing 2008 Terminal Server x86 - frequent "(not responding)" on various applications.

  1. Back-up the Registry of your operating system.
  2. Find the Registry Key: [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\WindowsUpdate\OSUpgrade]
  3. Note: this Registry Key should already exist, if it does not exist, create it.
  4. Create a brand new DWORD Value that is named AllowOsUpdate
  5. Set the Value to 0x00000001.
